Preheat oven to 350°F and spray a large 3-quart casserole dish with non-stick cooking spray.

Place chopped celery in a microwave-safe dish with ½ cup water; cover and cook for 4 to 5 minutes until tender. Drain excess water.

In a large skillet over medium-high heat, cook ground beef with chopped onions until beef is browned and onions are softened. Drain excess fat if needed.

In a large mixing bowl, combine cooked celery, browned beef and onions, cream of tomato soup, cream of mushroom soup, cooked rice, and dry chow mein noodles. Stir until well mixed.

Transfer mixture into the prepared casserole dish and evenly sprinkle with 3 tablespoons of soy sauce.

Bake uncovered in preheated oven for 20 minutes until heated through.

Remove from oven and garnish with additional dry chow mein noodles, extra soy sauce, and chopped green onions if desired. Serve warm.
