Combine chili powder, garlic powder, celery seeds, and black pepper in a small bowl.

Rub seasoning thoroughly over entire surface of the brisket. Optionally wrap in plastic and refrigerate overnight to enhance flavor.

Place brisket in the bottom of a 6-quart slow cooker.

Combine ketchup, chili sauce, brown sugar, dry mustard, vinegar, Worcestershire sauce, and liquid smoke in a bowl; stir until uniform.

Pour sauce evenly over brisket. Cover and cook on low for 6 to 8 hours until tender.

Remove brisket and slice thinly against the grain to ensure tenderness. Optionally drizzle some cooking liquid atop slices before serving.
