Add ground beef, Italian seasoning, sea salt, garlic powder, black pepper, red pepper flakes, and minced garlic to the pot. Break up the beef with a spatula and cook until no pink remains, stirring frequently.

Press Cancel to stop sauté mode. Pour in 0.5 cup water and scrape the bottom of the pot to remove any browned bits.

Break spaghetti in half and layer over the meat mixture in a criss-cross pattern, ensuring even distribution.

Pour marinara sauce evenly over the pasta, then add diced tomatoes with their juices on top of the sauce.

Pour the remaining 2.5 cups water around the sides and over the top to fully submerge the pasta. Gently press down with a spatula to ensure all pasta is covered.

Secure the lid, turn the valve to the sealing position, and select Pressure Cook (or Manual) for 5 minutes.

When the cook time completes, allow the pressure to release naturally for 5 minutes.

Press Cancel and perform a quick pressure release by carefully turning the valve to venting. Open the lid when the pin drops.
