                Preheat oven to 400°F.

                Heat the olive oil in a skillet over medium-high heat. Add the sliced bell pepper and onion. Season with salt, black pepper, and garlic powder. Cook, stirring occasionally, until vegetables are soft and lightly browned, about 5 to 7 minutes.

                Lay out the roast beef slices on a cutting board. Place a portion of the sautéed vegetables along one edge of each beef slice. Top with one slice of provolone cheese.

                Roll each beef slice around the filling to form a cylinder. Place seam side down in a baking dish, arranging them close together.

                Bake uncovered for 10 minutes, or until the cheese is melted and beginning to brown.

                Remove from oven and let stand 1 to 2 minutes before serving.
