Mix mayonnaise, yellow mustard, and dried dill in a small bowl. Refrigerate until ready to use.

In a skillet over medium heat, melt 1 tbsp butter and cook sliced onions with salt until golden brown, about 5–7 minutes. Remove and set aside.

Melt 1 tbsp butter in the same skillet, add beaten eggs, and scramble until just set but still creamy. Divide into two portions.

Toss shaved steak with Worcestershire sauce and steak seasoning. Add to skillet and cook, stirring, until just browned. Stir in cooked onions. Divide into two piles and top with cheese to melt.

Toast bagel halves. Spread sauce on each half. Layer scrambled eggs on the bottom halves, followed by steak and melted cheese. Top with remaining bagel halves.
