Brown and crumble ground beef in a large skillet over medium heat, then drain excess grease. Return beef to skillet, add taco seasoning and water, stir, bring to a boil, then reduce heat and simmer until sauce thickens.

Heat vegetable oil in a large skillet over medium heat until hot. Fry tortillas one at a time for 2 to 4 minutes, flipping frequently until crisp and golden brown. Drain on paper towels and set aside.

Warm refried beans in a microwave-safe bowl until easy to spread.

Spread a generous layer of warm refried beans onto each fried tortilla. Top with seasoned ground beef, then cover with another tortilla. Spread approximately 2 tablespoons of enchilada sauce on top, and sprinkle with shredded cheese.

Place assembled pizzas on a large nonstick baking sheet. Bake at 400°F (204°C) for 8 to 10 minutes until cheese is fully melted. Serve immediately with desired toppings.
