Add Bisquick, skim milk, dried parsley, and shredded cheddar cheese to the meat mixture. Stir well by hand or with an electric mixer until evenly combined.

Divide the mixture into 32 equal portions, approximately two tablespoons each. Spray palms with cooking spray to prevent sticking, then roll each portion into a ball.
